Even during these trying financial times school improvement must be our top priority. We must continue
to strive to close the achievement gap. Collaborative, job-embedded, capacity building, professional development is one
proven cost effective way to institutionalize sustainable school improvement.
Furthermore, while local staff development budgets are being cut, districts can use Federal Stimulus Funding to
support school improvement ititiatives based on a capacity building model. For information on the use of stimulus

For over 20 years ISIE's founder, Richard Sagor, has been assisting schools, districts, and school improvement teams
with their efforts to improve student performance, develop as Professional Learning Communities, and build capacity through
the use of "Collaborative Action Research."
Since 1993
Dr. Sagor's best selling books on school improvement, enhancing school culture, and building capacity through action research have been used by schools throughout
the world. Dr. Sagor has personally provided hundreds of workshops and on-site training programs in 47 states and 10 different
countries. Our capacity building model has been successfully used with school-wide initiatives as well as with
district and regional projects focused on specific disciplines (math, literacy, etc), technology, special education and
programs for English language learners.

and educational organizations on the realization of their own visions. We have done this by developing customized
services and delivering training programs designed to meet local needs and fit the local context.
